On September 20, the International Trade Administration Commission of South Africa (ITAC) issued an announcement regarding the initiation of an anti-evasion investigation.
The investigation concerns the export of new pneumatic rubber tires from China, which are redirected through Cambodia, Thailand, and Vietnam to bypass anti-dumping duties. The products under investigation are passenger car tires (HS codes 4011.10.01, 4011.10.03, 4011.10.05, 4011.10.07, 4011.10.09) and bus and truck tires (HS codes 4011.20.16, 4011.20.18, 4011.20.26) originating from or imported through Cambodia, Thailand, and Vietnam.
The application for the investigation was filed by the South African Tire Manufacturers' Conference (SATMC), whose members include Bridgestone South Africa, Continental Tires South Africa, Goodyear South Africa, and Sumitomo Rubber South Africa.
The China Rubber Industry Association has advised the involved companies to promptly respond to the investigation to ensure timely submission of their responses. Failure to participate could result in the imposition of high punitive tariffs on their overseas affiliates, potentially impacting export trade.
